MOARC hosted a great Legislative Summit in October 2024.  The feedback that was received made it clear that we need a revised Committee Structure.  The Board of Directors will be formalizing the new structure in January 2025 at the Annual Membership Meeting.   

2025 CommitteeS

Water Resiliency -Chair Brent Herring
Supports focuses on water quality, water availability/quantity, drought management, ecosystem management, and sedimentation management.  

Water Infrastructure and Navigation -Chair Tom Poer
Supports focuses on river navigation, river traffic management and terminal operations.  It will bring understanding on river studies, dam operations and BSNP are impacting the economic benefits of the rivers.  

Flood Risk Management - Chair Sarah White

Support for flood risk management and flood control, focused on securing funds for waterways and levee projects and levee rehabilitation.  Partnering at the federal level with FEMA as it impacts utilization of levee protected areas.  

Membership and Communications -Chair -Laura Lynch

Connects with membership and promote a mix of cities, companies, associations, terminals, farmers/irrigators, etc. to be active members.   Provide membership support to connect with appropriate committees, anticipate membership concerns and connect with committees to ensure they are being addressed.  Assist committees with planning events for membership.  Assist with dues and other administrative matters of the organization.  


Legislative - Chair Tom Kimes

Receives information from committees to prepare for legislative engagements, including two trips to Washington DC to meet with congressional officials, USACE and more.  Assist by providing timely responses to congressional request for information as well as making recommendations for WRDA bills.

NAVIGATION, SHIPPING & TRADE
Support and promote all authorized purposes of the Missouri River, primarily focused on improving the understanding of the importance of waterborne commerce and reliable water supply to our region. 

FLOOD CONTROL & RISK MANAGEMENT- 
Support for flood risk management and flood control, primarily focused on securing funds for waterways and levee projects and levee rehabilitation.

WATER, POWER & PERMITTING
Support and promote all authorized purposes of the Missouri River, primarily focused on industrial uses of the Missouri River, such as electrical production, municipal and industrial water supply, and associated water quality concerns. 

LEGISLATIVE POLICY
Support and promote all authorized purposes of the Missouri River, primarily focused on advocacy efforts including flood control & risk management; navigation, shipping & trade; and other water, power & permitting issues.

MEMBERSHIP
Increase membership to include mix of cities, companies, associations, terminals, farmers/irrigators, etc. 

EDUCATION-
Examine and update the categories of membership.  Coordinate with the MO-ARK Defense Fund in investigation of renaming and broadening purpose from solely defense to also include outreach, education and research.
